Speakers stress need for skill-based training at Civil Aviation Academy Seminar

Dhaka: Speakers at a seminar organized by the Civil Aviation Academy Bangladesh stressed that strengthening skill-based training has become a pressing need to develop competent human resources in the country’s civil aviation sector and to ensure internationally standardized training systems.

The seminar, titled “Training Competency Development Framework,” was held on March 10 at the academy premises with participation from aviation professionals, trainers, and officials from different organizations within the aviation sector.

In his opening remarks, Md. Mojibur Rahman Miazi, Deputy Director (ATM) of the academy, said that in today’s global aviation system, safety, security, and operational efficiency largely depend on the skills and competence of aviation professionals.

“Alongside modern technology and infrastructure, skilled human resources remain one of the key foundations for ensuring safe and efficient aviation operations,” he added.

The lead presentation was delivered by Prashanta Kumar Chakraborty, an instructor of the International Civil Aviation Organization and Director of the Civil Aviation Academy. In his presentation, he highlighted the training structure of ICAO, the TRAINAIR PLUS Programme, and different aspects of competency-based training systems.

He noted that the ICAO Global Aviation Training Programme has brought aviation training activities worldwide under a coordinated framework. The TRAINAIR PLUS Programme, conducted under this initiative, has been playing an important role in improving the global standard of aviation training.

Through the program, member training institutions are able to develop and implement training courses using competency-based methodologies, while also strengthening international cooperation in aviation training activities, he said.

Established in 1975, the Civil Aviation Academy has been providing professional training for the country’s aviation sector for decades and has made significant progress in maintaining international standards in training.

As a member of the ICAO TRAINAIR PLUS Programme, the academy regained its membership in 2022 and subsequently achieved Silver Membership in 2024 and Gold Membership in 2025, which is considered a major milestone in achieving international-standard training capabilities.

Officials from the Civil Aviation Authority of Bangladesh, the Civil Aviation Academy, as well as trainers and professionals from various aviation-related organizations, took part in the seminar.
